Project Overview
With its seventy seven storey’s rising one thousand one hundred feet above ground level the new headquarters building for Telekom Malaysia will present an impressive landmark for visitors arriving in Malaysia through the Kuala Lumpur International Airport.
The project is, in all respects, a significant building for the recently privatised national telecommunications company which is emerging as a world class contender in its field. Over 2.4 million square feet in gross floor area, the building will provide office space for 7000 Telekom staff, a 1,500 seat auditorium, an indoor sports hall and covered parking for 1,600 cars. A lead feature of the building is an extensive, state-of-the-art data and communications systems.
Telekom Malaysia appointed Hasmi-Bucknall as Project Manager heading a team of consultants which includes Malaysian Architect Hijjas Kasturi, Services Engineers Nair Ven Oscar Faber and Structural Surveyor Juru Ukur Bahan Malaysia. Japanese communications specialists NTTI are developing the “intelligent building” design.
Hasmi-Bucknall, which is a joint venture between Malaysian property consultant Hasmi & Associates and Bucknall Project Management have a team resident on the project. They are supported by visiting experts from supporting discipline such as strategic programmers, value engineers and management systems specialists. The team is working closely with Telekom’s own project team and the service is structured so as to provide training and technology transfer as well as leadership. The project was completed in November 2001.
Hasmi-Bucknall introduced the concept of value management to the Client and project team. A week long value management exercise involving all the design team members has already identified potential cost savings in the order of 12% of the forecast construction cost.
Hasmi-Bucknall have installed project management software and have adapted it to provide strict information and cost control, enabling a positive management approach rather than simply monitoring and reporting.
